By 2040, the percentage of Americans over 65 will be 20 percent, while those under 18 will be almost 23 percent. With almost half of the population being made up of children and older adults, it is time that we begin to recognize the social and economic interdependence of the generations.

The term implies variations in the responsibility of the owner, depending on the owner’s financial solvency and expectations of enforcement officials.
